The Europe-based internationals who played a big part in Australia’s renaissance were recalled for the start of the Rugby Championship in August but back-to-back thrashings by the rampaging All Blacks were proof the old guard’s time had passed.

The Wallabies appeared on the verge of collapse ahead of their match against South Africa in the third round of the Championship last month, weighed down by a six-game losing streak and a raft of injuries.

However like so many times before, they found a way to crawl out of the abyss and secured a 23-17 victory in Brisbane.

The re-tooled side, steered by the retro halves pairing of Quade Cooper and Will Genia, then carved out a win over Argentina in Perth and were in the box seat to break a 50-year hoodoo at Loftus Versfeld at the weekend but for wastefulness in attack and the lethal boot of Morne Steyn.

Tough times

The Pretoria disappointment showed the Wallabies remain vulnerable as they continue their rebuild but another win over the Pumas on Saturday would back Cheika’s claim that better times lie ahead.

“I think they have been good,” the 49-year-old told local media in London when asked about the roller-coaster 12 months.

“I can’t complain at all.

“I know everyone sees things always - and I understand totally - from a results point of view but part of this year for us was going to be about change.

“We knew we had to bring in new players with a view to the future.

“In my experience in this game, you go through great times and then you can go through tougher times and they’ll always lead to giving you the scars on the inside to have better times later on.”

“Without European football it can really help them with being fresh for games and with injuries and, even though Klopp is always smiling, he is ruthless enough to take advantage of that.” Poland international Lewandowski felt the Merseyside club were already benefiting from Klopp, who twice led Borussia Dortmund to the Bundesliga title and also to the final of the Champions League.

“I have watched some Liverpool games since the arrival of Klopp, and you can see that the players are enjoying playing for him,” he said.

“He is like a father figure and, because you have that trust in him as a player, it makes you totally open to his methods and his ideas which, in the long term, you always see are for the benefit of your game and for the team.”

China Inc gets a break from lenders 0 Profits at roughly a quarter of Chinese companies in a Reuters analysis were too low in the first half of this year to cover their debt servicing obligations, as earnings languish and loan burdens increase.

Corporate China sits on US$18 trillion (N$244.8 billion) in debt, equivalent to about 169% of China’s GDP, but few firms reported feeling the heat.

Instead, lenders are heeding Beijing’s call to support the real economy and so are rolling over company debt or granting repayment waivers, sometimes for years, specialist lawyers and investors said.

This is evidence that China may be in for a long period of Japan-like stagnation rather than a single event triggering a crisis - what some economists call a “Lehman moment” after the collapse of Lehman Brothers in 2008, which touched off the global financial crisis.

“They are kicking the can down the road for stability in the short term,” said Roland Mieth, Singapore-based emerging markets portfolio manager for US fund manager PIMCO.

“China can maintain status quo for many years to come, like Japan did with their leverage, without triggering a financial crisis.”

International institutions have warned China to stop financing weak firms, especially inefficient state-owned enterprises (SOEs), which tend to crowd out the private sector.

More defaults are needed, they say, to improve credit allocation and stop wasteful spending in the economy.

Credit Quality

But while China has recognised the need to wean its corporate sector off of cheap loans, Premier Li Keqiang has also promised credit would keep growing, and state-run banks have been urged to support small and medium enterprises (SMEs).

And banks are listening, say lawyers and investors, with companies given three or four years of grace, when they do not pay interest, or helped to restructure bonds at full value, essentially, rolling them over.

“Premier Li has asked banks to rollover loans, especially for SMEs. That’s a clear reason why bond defaults are coming down,” said brokerage CLSA’s head of China strategy, Francis Cheung.

“(Banks) have shifted focus from bad debt recognition to economy-supporting measures. Banks are giving more grace period and reporting more stable NPLs (non-performing loans), even after guiding earlier that these ratios will rise.”

Goldman Sachs estimated last week there was only one default in the domestic Chinese bond market in the past three months, compared with at least 10 in the first half of the year.

Of course, onshore defaults could and will still rise - rating agency S&P Global says the credit quality of about 240 Chinese companies it rates is deteriorating more quickly than at any time since 2009.

The muted default situation “is an aberration given the sharp deterioration in credit risks,” it said in a research note.

About half of the shares will vest in 2018 if Microsoft achieves targets including revenue, operating income and a number of commercial cloud subscribers - and its stock outperform 60% of companies in the Standard & Poor’s 500 Index. The remainder will vest in full by 2019 if he remains on the job.

Microsoft’s board moved to tie part of Nadella’s annual stock grant to targets and cut back its discretion over cash bonuses after more than a quarter of voting shareholders rejected its executive compensation programme at the company’s last two annual meetings.

In talks with directors, investors voiced concerns about excessive pay-out limits for bonuses and stock awards, and insufficient disclosure of factors used to evaluate performance, the filing said.

Companies in the S&P 500 received on average 91% support for their pay programmes in 2015, according to data compiled by Bloomberg.

Pete Wootton, a spokesperson for the Redmond, Washington-based company, declined to comment beyond the filing. Microsoft shares increased 15% in the 12 months ended June 30, compared with a 1% increase in the S&P 500.

When he was named CEO, Nadella received a stock award valued at US$59 million that will vest in three increments in 2019, 2020 and 2021 if Microsoft’s total returns to shareholders exceed 60% of companies in the S&P 500 in the five prior years.

The face value of the award was disclosed as part of his 2014 compensation. The company’s total return has increased 70% since Nadella took the job in February 2014, compared with a 30% increase in the index.

Kevin Turner, who left his job as chief operating officer in July, was the second-highest paid executive officer in fiscal 2016 with US$13 million (N$176.8 million).

Sanha said in a strongly worded statement that it does not grant halaal certification to any poultry outside South Africa’s borders as “we are unable to exercise stringent monitoring and audit control through having our own dedicated onsite auditors based at the plants, as we do locally”.

The reaction follows after one of the top US poultry producers claimed to Fin24 over the weekend that its chicken portions destined for South Africa are halaal.

Although not all the chicken from Mountaire Farms is labelled halaal, two of its three facilities - the Delaware and Maryland plants - are halaal certified. Its other plant is in North Carolina.

Mountaire Farms said it has exported over 1 000 tonnes of drumsticks, leg quarters, gizzards and hearts to South Africa after an agreement was reached late last year allowing the US to export 65 000 tonnes of duty-free chicken into the country.

This agreement ensured that South Africa stayed in the African Growth and Opportunity Act (Agoa), a US trade act which enhances market access to the US for qualifying sub-Saharan African countries.

Sanha public relations officer EBI Lockhat told Fin24 on Monday that any claims that the local authority recognises machine-slaughtered poultry from the Mountaire plants as halaal are false.

“Sanha does not accept machine-slaughtered poultry as halaal whatsoever, be it from local or international sources.

“We can state categorically that we do not have any dealings, affiliations or recognition agreements with the Mountaire plants and the Halaal Food Council of the USA.”

Lockhat said the Mountaire report has already caused consternation in the community who are reliant on Sanha’s guidance of halaal certification and approval.

Mountaire director of export sales Oleg Kovalev told Fin24 15% of the chicken producer’s halaal labelled chicken stays in the country, while 100% of what is exported is halaal.

“When we send chicken to South Africa we provide a piece of paper which is an export halaal certificate from the HFC,” he added. The HFC is recognised by the World Halaal Food Council, including Islamic food organisations in Indonesia and Singapore.

It is significant to note that the Malaysian Government Department of Islamic Affairs (JAKIM), who maintain the highest halaal standards in the world, do not accept machine slaughter. Sanha is one of only two certifiers in southern Africa who have met JAKIM’s slaughter standards.

“We cannot have the mines operating when we cannot guarantee the safety of our workers. No one went underground last night and no shifts began this morning,” Sibanye spokesperson James Wellsted said.

NUM spokesperson Livhuwani Mammburu said the miners were attacked by members of the rival Association of Mineworkers and Construction Union (AMCU) in a dispute over union numbers. AMCU officials could not immediately be reached for comment.

The incident is the latest flare-up between the unions. The arch rivals have been locked in a turf war which has killed dozens since AMCU dislodged NUM as the dominant union on South Africa’s platinum belt in 2012.

In the first half of 2016, the three working shafts at Cooke produced around 100 000 oz of gold, about 13.5% of the group’s total gold production.

Sibanye’s share price fell 3% to R46.40 by 0730 GMT, making it the biggest decliner on Johannesburg’s Top-40 index.

Acting Judge Collins Parker ruled in favour of Telecom Namibia, which challenged the constitutionality of a regulatory fee initiated by the Communications Regulatory Authority of Namibia (Cran).

Parker in his ruling emphasised that the disputed levy did not show any direct connection to the Cran’s regulatory framework, and thus had to be vetted for possible circumvention of the constitution.

“The charges provided in Section 23(2)(a) of the Communication Act of 2009 have the attributes of tax and therefore not constitution compliant,” Parker said.

Cran was ordered to pay the costs of Telecom’s application.

The particular section 23 (1) of the Communication Act of 2009 says that the Authority may by regulation, after having followed a rule-making procedure, impose a regulatory levy upon providers of communications services in order to defray its expenses.

Subsection (2) of the Act states that regulations made in terms of subsection (1) may impose such levy in one or a number of forms, based on a percentage of the service provider’s income.

This may apply to income derived from the whole business, or a prescribed part of such business.

The communications regulatory frameworks on the other hand, are established to achieve regulatory objectives such as affordable pricing, ICT access and usage, and competition.

Parker stated that as section 23 (2) currently stands, Cran is effectively being allowed to impose a levy without having carried out the actual or properly estimated costs of its regulatory functions.

“I find that there can be no relation established between the levy and the regulatory scheme itself in the way the section is formulated,” Parker said.

“CRAN has failed to establish that the levy chargeable… is connected to the regulatory scheme under the Act. And I find that Telecom Namibia has shown that the so-called levy as enabled by the provisions has the attributes of a tax,” Parker ruled, before declaring the challenge application a success.

“We believe that the King Price modus operandi will capture the imaginations of Namibians and will help shake up the industry,” Van der Westhuyzen said, arguing that the company had established a reputation in South Africa for disrupting the industry with its unique pricing model, including insurance premiums that decrease monthly.

Explaining the model using car premiums, the company notes how the typical insurance premium would remain the same throughout, or increase annually, even as the vehicle’s value depreciates monthly.

At King Price, they say, premiums decrease as the value of the car does.

The argument behind the company’s pricing model, it says, is based on the knowledge that everything a company does better than its competitors (including offering superior products or service), attracts customers.

A higher client base, they say, in turn results in higher returns, leaving said company in a privileged position to lower prices.

Best horticulture producers awardedBest horticulture producers awarded 0 The Namibian Agronomic Board (NAB) hosted the 11th annual Namibian Horticulture Day recently to recognise the best horticultural producers and traders in 2016.

The event awards and spreads awareness of excellent farming practices among small, medium and large-scale producers, as well as traders.

Deputy Minister of Agriculture, Water and Rural Development, Anna Shiweda highlighted the fact that Namibian horticultural production and trading has grown to supply 44% of Namibia’s market demand for fresh produce in the formal horticulture market, up from just 5% in 2002.

She attributed this to the excellence of producers and traders, under the auspices of NAB.

She expressed gratitude to NAB for continuing to bring the industry together, and for showing leadership in recognising the contributions that producers make toward producing food for Namibia.

Shiweda went on to encourage initiatives from agronomic unions and associations that will keep horticultural production at an optimum level.

The event was attended by 245 producers and traders, and was hosted on farm Oshivelo in the Oshikoto Region- the winner of the large scale producer category.

The winning producers were Laurentia Nakandanga of the Kavango East Region in the small-scale category, Andreas Ashimbanga of the Omusati Region in the medium-scale category, and Jan Cronje of the Oshikoto Region in the large-scale category.

Geka Trading Enterprises and Sikondo Green Scheme Irrigation Project received an award for selling the highest volume of fresh produce to the Agro-Marketing and Trade Agency (AMTA) Hub.

Winning traders were identified on the basis of achieving the highest percentage of local produce compared to imports in their size categories.

In terms of NAB’s Market Share Promotion, which is implemented by AMTA, traders in horticulture fresh produce are required to buy a certain percentage locally, which is currently set at 44%, before they can qualify for import permits for horticulture products.

Traders are a vital link in developing the horticultural subsector, as they are a key element in bringing local farmers’ fresh produce to the consumers.

The winning traders were Stampriet Farmer’s Market in the Mega Trader Category, Okuryangava Fresh Produce in the Very Large Trader Category, Brenner’s Fruit in the Large Trader Category, Trust Market in the Medium Trader Category, and Zaheer Traders in the Small Trader Category.

The AMTA Hub Wholesale Agent of the Year was won by Stampriet Farmer’s Market and Iihape Marketing and Promotions was recognised as the AMTA Hub Commission Marketing Agent of the Year.

NAB Chairperson Ms Sirkka Iileka, emphasised the importance of producer and trader associations, saying that the voices of these associations play a vital role in developing national policy for horticulture and agriculture.

The event also doubled as a learning opportunity to improve horticultural practices. The 2016 theme was ‘Better Fresh Produce for Better Business’, with an emphasis on standards, quality, packaging and sales.

According to Meatco, technical advisors attend to farms and villages to purchase cattle for slaughter. The officers select the cattle with the appropriate quality and that have NAMLITS ear tags for purchase.

According to Meatco before leaving any settlement the producer, with the assistance of the officer, will need to obtain a movement permit from the Directorate of Veterinary Services (DVS) for cattle to be transported. The farmer is also required to complete a separate departure form that should be attached to the movement permit containing the details of each and every animal loaded on the truck.

Upon delivery to the site, the documents are collected from the truck driver and inspected thoroughly.

Further to this, the company is in constant contact with stakeholders within the respective regions, including Nampols’ stock theft unit, farmers’ associations and marketing cooperatives. Therefore, it will be nearly impossible for stolen cattle to go through undetected.

In addition, records of all slaughtered cattle are kept.

As a rule, Meatco buys cattle from well-known producers in the regions, therefore avoiding the procurement of stolen animals.

Armed groups, which previously claimed to be adhering to the ceasefire, used multiple launch rocket systems to attack the settlements of Jaubar, Arbil, Duma, several farms in Haush al-Farah as well as government troops in the Damascus province alongside several other locations, the ministry added.

“Within last 24 hours, 71 cases of ceasefire violation have been registered from the side of illegal armed formations in the provinces of Aleppo (45), Damascus (18), Latakia (5), and Hama (3),” the ministry said in a daily bulletin posted on its website.

Multiple launch rocket systems as well as artillery, mortars and small arms were used in the Aleppo province, according to the bulletin.

Meanwhile, the Russian government accused the United States of expanding the problem in Syria.

The so-called American ‘Plan B’ for settling the Syrian crisis suggests a military solution. It has been thought out by the US military institutions in secrecy and is now being used to blackmail Russia, says Russia’s Izvestiya newspaper citing a source in the diplomatic circles.

“A ‘Plan B’ for Syria has been developed by US military institutions in case the US State Department’s efforts failed. It suggests an intensification of US-led coalition airstrikes, a redeployment of additional special forces units, as well as the increase of arms deliveries to the so-called “moderate opposition,” the diplomatic source told the newspaper.

It also suggests toppling the government in Damascus with the help of the rebels. The US State Department has not been drawn into planning the alternative military strategy in Syria, the diplomatic source added.

The newspaper’s informant also stressed that Russian representatives to the negotiations in Geneva have pointed out discrepancies between the US State Department and the country’s military institutions. In particular, with regards to the agreement, set by the diplomats, to disclose the data on the locations of terrorist groups in Syria, where the Pentagon refused to provide such data to Russia.

According to Franz Klintsevich, first deputy chairman of the defence and security committee in the upper house of Russia’s parliament, the Americans are “testing Russia’s strength” and could resort to military operations similar to its attack on the positions of the Syrian army at Deir ez-Zor.

“I wouldn’t have ruled out such a development. The US has already done similar things which posed a direct threat to Russia as well. They are apparently trying to achieve success on the battlefield through the terrorists, while coordinating their actions,” the politician told the newspaper.

There are different scenarios which could play out in Syria, he added. However no matter which one the US opts for, it will certainly be about testing Russia’s strength. Nevertheless, he expressed hope that there are “no violent madmen” there and it will not escalate to a direct confrontation between Russian and American servicemen.

Deliberate effort

A similar point of view is being echoed by Brian Becker, national coordinator at the Act Now to Stop War and End Racism (ANSWER) Coalition.

“The most important thing is to understand why the US-Russia brokered ceasefire collapsed, and why there will be no ongoing effort internationally to find a peaceful resolution to the Syrian crisis,” he said in an interview to the Iranian news network Press TV.

“The fact is that the Pentagon, the defence secretary Ashton Carter and the top uniformed officers in the Pentagon opposed the ceasefire. They openly opposed it. This is not simply speculation, they have openly opposed it in the US media,” he said.

He explained that President Obama gave the go-ahead to John Kerry’s effort to find a resolution with the Russians. However the Pentagon then announced their opposition to the deal. Not long after, the US Air Force bombed the Syrian Arab Army, he said.

Not al-Qaeda, not al-Nusra, not the Army of Congress, not Daesh, it was the US which bombed the Syrian Arab Army killing 62 people, he stressed. “It was a deliberate effort to sabotage and cancel the ceasefire. They got what they wanted. They don’t want a ceasefire,” he stated.

Becker also commented on Washington’s warmongering rhetoric.

“Extremist groups will continue to exploit the vacuums that are there in Syria to expand their operations, which could include attacks against Russian interests, perhaps even Russian cities. Russia will continue to send troops home in body bags, and will continue to lose resources, perhaps even aircraft,” John Kirby, the State Department’s spokesperson, threatened on Wednesday during his press briefing.

“These are direct threats against Russia. The Russian government perceived it as that. They perceived it as escalation by the Pentagon and the state department cancelling the resolution in Syria, but also directly militarily threatening Russia,” Becke told Press TV.

“His words are the most frank confession by the US side so far [that] the whole ‘opposition’ ostensibly fighting a civil war in Syria is a US-controlled international terrorist alliance,” Konashenkov then said. The Russian spokesman also said that he is certain that Kirby is well aware of the “after-effects” of his statement.

“What makes Kirby’s statement particularly shocking is that the scale of direct US influence on terrorists’ activity is global. That it reaches as far as Russia,” Konashenkov said.

Konashenkov however warned that “should there follow any attempts to act on the threats towards Russia and Russian military servicemen in Syria, the militants may find themselves short of both body bags and the time to get away.”

Brian Becker however noted that there is no hope right now for a peaceful resolution of the conflict, because the US foreign policy position is to sabotage the peace agreement, peace talks and peace efforts.

“Obama is leaving, his likely successor is Hillary Clinton, who openly called for an escalation and expansion of the war. She has all the neo-conservatives with her. I believe that there is going to be a wider US military intervention in Syria,” he suggested.

“They have adopted the old Donald Rumsfeld’s thesis that if you can’t stop a problem, expand it. I think what the US is preparing to do, its real plan is to expand the war in Syria,” he said.

“Because they really, ultimately want Assad to go.”

Speaking during the celebration of International Day for Universal Access to Information in Windhoek recently, the minister greatly emphasised the importance of having legislation for access to information in place, adding that access to basic information could improve livelihoods, especially when it comes to the downtrodden in our society. In recent days, the City of Windhoek has come under the spotlight once again after it took a decision that the practice of supplying the media with documents related to ongoing municipal matters would stop with immediate effect. City officials argued that the decision was based on an existing law that has not been implemented to date. Now instead of making documents available during deliberations on City matters, access will remain confidential until the council has taken a final decision on the matter. The City of Windhoek must be informed that gagging the press through a suppression order to stop media from reporting key details of its matters is not in the interest of transparency nor does it sustain any of our country’s efforts to reduce corruption. Allowing people to seek and receive public documents serves as a critical tool for fighting corruption. In fact the very same City officials have been implicated in corruption scandals over dubious land deals at the municipality that has so far failed to come up with clear land release strategy for its residents. Access to public information cannot be overemphasised. Public institutions, including the City of Windhoek, are there to serve the people and information sharing is just as critical. For ordinary citizens, gaining access to information is necessary for them to make informed decisions about issues that affect them. But when the authorities frequently use claims of secrecy to avoid scrutiny and hide damaging information, then it must be said that they don’t recognise the fundamental importance of access to information. What is there to hide?

Trapped in a cycle of poverty 0 The past 26 years of government land reform in Namibia has not provided any benefit to the impoverished 6 000 residents of the village of Stampriet in the Hardap Region and the residents say landlessness is the primary cause of poverty in the village.

This was revealed at the regional land consultative meeting held at Stampriet by the working group of the Namibia Non-Governmental Organisation Forum (Nangof) led by Uhuru Dempers and Sima Luipert.

Nangof has now completed its consultations in the Hardap Region will attend to //Karas, Omaheke, Khomas, Otjozondjupa, Erongo regions. Consultations will also be held in the south of the Kunene and Oshikoto regions.

According to Nangof, community members at the meeting claimed that despite the fact that vast majority of them had applied for resettlement, not one of them have been considered or approved.

They expressed their concern over the announcement of a second land conference by the Minister of Land Reform Utoni Nujoma. The community is of the view that stakeholders’ involvement is critical and further to this, they say the resolutions taken at the first land conference in 1991 were never implemented.

Meanwhile, the chairperson of the Stampriet Community Cooperative, Rebekka Fleermuys, announced that they established a committee through the structures of the cooperative to represent them at the second land conference.

“This time around we want our voices to be heard,” Fleermuys said.

“The only places we can call farms are the backyards of our houses where we keep our livestock,” she added.

She said that the lack of land in Stampriet has aggravated the levels of poverty and that many of the poor are resorting to alcohol abuse because of the mushrooming of shebeens all over the village.

Fleermuys alleges that some shebeen owners threatened to kill her because of her stance against their businesses which she says are mostly owned by people from the northern regions.

“These people have no regard for the wellbeing of our people,” she claimed.

She added that although the government says that the reallocation of land will address poverty, it does not resettle the residents of Stampriet who are already very poor.

“We demand that underutilised farms should not be advertised but reserved for cooperative,” she said.

Helmut Gert Appolus, another resident of Stampriet, said that even as members of Swapo they do not qualify for resettlement.

“Some of us are bona fide Swapo members and have voted for the ruling party over the years, but still cannot qualify for resettlement,” he said, and added he wanted to know what else they will have to do qualify for resettlement land.

Dempers announced that they plan to organise a landless peoples’ conference after the regional consultative process to review and discuss the inputs from the respective regions.

“The objective is to see whether inputs from the regions are incorporated truly and correctly reflects the concerns and suggestions raised, and to agree on the final position paper of the regional consultations at the second land conference in November,” he said.

Pastor’s bail hearing postponed againPastor’s bail hearing postponed again 0 The Congolese pastor, who is in custody on charges of human trafficking, rape and assault by threat, will wait until October 24 for his quest for bail to continue.

Pedro Marcelino Moussongela, the founder of the Evangelical Mennonite Brethren Church and Mennonite Brethren Community School Namibia, appeared in the Ondangwa Magistrate’s Court on Monday, but his case was postponed to 24 October because the prosecutor Dollen Gowases was not available.

He is remanded in custody and is being held at the Oluno prison. During an earlier appearance, hundreds of people demonstrated outside the court and a petition was handed over to Gowases, demanding that Moussongela be denied bail.

Magistrate Jurina Hochobes is presiding over the matter.

The prosecutor who stood in for Gowases told the court that she is not familiar with the case and that she was only requested to stand in for Gowases who is on leave.

Hochobes postponed the matter to 24 October and set it down for three days to 26 October.

Moussongela’s detention at Oluno prison follows a request made by Gowases that Moussongela be transferred from the police cells after he was caught using a cellphone while in the holding cells.

Gowases was concerned that he may interfere with ongoing police investigations. Moussongela was rearrested on 23 June at his Omafo School in the north, following a new complainant who reported him to NamRights.

He was out on bail after a first appearance in the Windhoek Magistrate’s Court where he appeared accused of having trafficked five of his own children to England after he allegedly delegated someone to drop off three of these children, who are all under the age of 12, in London.

Another allegation was that he fathered one of these children with his own daughter. According to NamRights, the new complainant is a former learner at one of Moussongela’s schools and was allegedly trafficked to Turkey under the impression that she was going to further her education there, only to find out that she was allegedly taken for prostitution.

The victim also alleges she was sexually exploited in Namibia, fell pregnant and had an abortion.
