Swapo backbencher Agnes Kafula, a former mayor of Windhoek, says a clause requiring local authority councillors to be able to read and write English is restrictive and could discriminate against some Namibians.
The clause is contained in the Local Authority Amendment Bill now before the National Assembly.
In terms of the bill a politician is not eligible to stand for election “if he or she is not able to communicate, read and write in the official language of Namibia,” which is English.
