The Windhoek High Court has dismissed both the State and the defence counsel’s applications to appeal against the 12-year sentence imposed on the former treasurer of the Outjo municipality, Dawid Koen.
Judge Alfred Siboleka dismissed both applications, saying they had no prospect of succeeding.
“In an application for leave to appeal, the applicant is required to satisfy the trial court that he has reasonable prospects of success on appeal,” he said.
