The new Public Procurement Bill tabled in the National Assembly this week will seek to empower small and medium enterprises (SMEs) as well as previously disadvantaged Namibians.
These are defined as people who were socially, economically or educationally disadvantaged by past discriminatory laws or practices.
Another key element of the Bill is the power given to the Minister of Finance to keep secret the procurement of some goods by the Namibian Defence Force, Police, Correctional Service and Central Intelligence Service.
