Deputy land minister Clinton Swartbooi has criticised his ministry’s land-reform programme, saying it is a “total failure” driven by "ahistorical" principles.
According to him the country would have been closer to a significant transformation of the land question if it had been done as stipulated by President Hage Geingob in his thesis.
“You cannot just treat land like a commodity. People have lost land since the 13th century especially the people from the South. If you look at the trajectory of land deprivation of certain ethnic groups it has been constant,” he said.
