The government has confirmed its intention to fly in a number of Nigerian teachers to replace Namibians during a strike that is likely to start next week.

The Ministry of Education, Arts and Culture on 30 September this year requested regional education directors to indicate whether there was a need for the services of these Nigerian teachers.

Teachers in state schools are demanding an 8% salary increase while the government has offered 5%. This has led to teachers unanimously voting for strike action.

According to the ministry’s permanent secretary, Sanet Steenkamp, the volunteer teachers will be made available as part of the Technical Aid Corps (TAC) agreement signed between Namibia and Nigeria in 2007.

Under this agreement Nigeria assists Namibia with its human resources needs in areas of scarce skills.

Steenkamp also stated that the Namibian government would be responsible for providing and furnishing the accommodation of volunteers and covering their medical expenses.

Currently there are 17 Nigerian volunteer teachers for English, mathematics, biology and physical science in the Hardap, Kunene, Omusati, Otjozondjupa and Kavango East regions.

The deadline for regions to submit their expression of interest is on 30 October 2016. By yesterday, no expression of interest had been received.

The government has been severely criticised over the legality of its decision to recruit “volunteers” to take over the responsibility of striking teachers.

Section 76 (b) of the Labour Act states that an employer may not hire any individual to perform the work of a striking or locked-out employee.

Yvonne Dausab, the chairperson of the Law Reform and Development Commission, yesterday said if the government wanted to work outside the framework of the law then it needed to request permission from the court.

“The way the provision reads, if non-striking workers continue to work that is permissible,” she said.

Ombudsman John Walters yesterday emphasised that the general rule is that the replacement of strikers is only justified in the event of a strike of essential services, or under circumstances of utmost gravity and in situations of acute national crisis.

A court case brought by the government against the teachers will be heard in the High Court. This will determine whether the strike will be averted or go ahead.

Nakathila is the ?current WBO Africa champion while Chuprakov holds the WBO European title.

Nakathila comes into the fight with 11 straight wins from the same number of fights while Chuprakov comes into the fight with 16 fights and 16 straight wins.

The Namibian is currently rated number 13 in the Super Featherweight division by the WBO world ratings.

His last four fights all came via stoppages with South Africa''s Paul Magxilani, Malawians Wilson Masamba and Raston Kayira and another South African in Jasper Seroka all failing to go the distance.

Chuprakov has also had an equally impressive run of late with two of his last three fights failing to go the distance.

This includes a TKO win over Polish boxer Sebastian Tlatlik in May to win the WBO European title that he currently holds.



Acclimatise

Nakathila and his team will leave Windhoek on 11 November to ensure they have enough time to acclimatise to the weather conditions in Russia.

He will be accompanied by his promoter, Nestor Tobias, and trainer, Tobias Nashilongo.

“This is a good fight for a very talented boxer and a win will open doors for him in the international boxing fraternity,” said Tobias.

“He is already guaranteed another fight in Russia if he wins this one, and we therefore take this fight and the opponent very serious.

“We go there with lots of confidence and we know that Nakathila will give a good account of his fight and will represent Namibia with pride,” Namibia''s premier boxing promoter concluded.

Nakathila is promoted by the MTC Nestor Sunshine Boxing & Fitness Academy.

Tipped as one of Namibia''s most promising fighters, this will be Nakathila''s first fight overseas.

Traditionally fights in Russia are considered to be one of the toughest tests a boxer may face.

As a result, a win for the Namibian will be regarded as giant leap towards global domination.

Wrestling, boxing added to Khomas Community CupWrestling, boxing added to Khomas Community Cup The Khomas Community Cup will see a host of sport activities taking place at two venues in Windhoek over the weekend.

This will be the third year that the competition will be hosted.

While football and netball have featured prominently during the past editions, two more codes have been added to the line-up this year.

Wrestling and boxing have been added with the UN Plaza in Soweto due to stage bouts on Friday and Saturday respectively.

Sport officer, Gabriel Katuuo explained that they opted to expand the sporting codes as a way of raising awareness.

“People in the grassroots level do not know much about wrestling and we thought it would be good to draw attention to the sport,” he told Namibian Sun.

Katuuo added that there appears to be significant interest in the code as about 50 kids regularly receive training at the After School Centre in Katutura''s Grysblok Township.

“They are trained by Luis Forcelledo and sometimes they do not get enough competitions. And bearing in mind that Namibia did not manage to send a wrestler to this year''s Olympic Games, unlike the 2012 event, we felt this can help boost them to achieve that level of success again,” he said.

Since there are not many wrestling clubs in Windhoek, the youngsters will be divided according to weight and compete in about 15 bouts.

The boxing tournament will pit a team from Erongo against a Khomas side.

“The Khomas boxers normally just compete amongst each other and again we thought it would be good for them to get fighters from outside to improve their level of competition,” Katuuo informed.

The cup is targeted at teams at the periphery of the Khomas Region with sides from Groot Aub joining sides from informal settlements like Havana, Okahandja Park and Agste Laan.

The winning football and netball teams are set to walk away with a floating trophy, a sponsored team kit and training gear.

The runners-up and losing semi-finalists will receive balls they can keep after the tournament.

In boxing, the region with the most wins at the end of the day, will receive a cup and medals.

“I want to thank the Ministry of Sport for their support and also extend a word of appreciation to the Namibia Breweries Limited, who sponsored us with some drinks.

“I also plead to other companies to join in our efforts to uplift the Khomas community,” Katuuo said.

The Inaugural Festival of the Namibian Inline Pro League (NIPL) started on Saturday, 8 October at DTS in Windhoek.

Forty inline hockey players, many of them national team players, competed against each other in international length games; each game taking an hour for completion.

The goal of the NIPL is to create a league that is fun, challenging and competitive so that the best of the country’s players can showcase their abilities and prepare for the Inline Hockey World Cup.

It is also aims to help stimulate the more senior players with high-level games that are aimed at improving the level of hockey in the country.

All of the players will still continue to play in the NIIHA league for their respective clubs.

Liam Strydom was named Festival MVP (Most Valuable Player) and Ulfried Cramer was named Festival and Championship Game MVG (Most Valuable Goalie).

Strydom beat all competitors in scoring, tallying 12 goals and three assists through three games; while Cramer beat all goalies with a 3.67 goals against average (through three games).

Maike Thiem led the female competitors, who played alongside the men, with 1 goal and 3 assists.

The festival concluded with a championship game between the top two teams (White and Blue).

The game was full of excitement with four lead changes and ties during the one hour match.

In the end, Team Blue won 7-6 and Otti Foerster, the Blue team’s captain, was named Championship Game MVP with three goals and an assist.

“The day was a complete success,” said Brian Sobel, the commissioner and creator of the NIPL.

“It was amazing to see how far inline hockey has come in the last ten years. The passion that the players brought to the games made each game memorable and added to the excitement for the spectators.”

The European side will be one of the strongest contenders at the Safland Sevens rugby tournament, which will be held in Swakopmund next month.

Team Germany is expected to be a very popular – and competitive – side in the second annual Safland Sevens rugby tournament, which will be held in Swakopmund on 12 and 13 November.

Germany has accepted the invitation alongside the national teams of Namibia, South Africa, United States, Zambia, Kenya, Zimbabwe and others who will be testing their skills in the upcoming spectacle.

With the HSBC World Rugby Sevens Series due to kick off three weeks later in Dubai, all will be looking to impress at the Namibian coastal town.

Many casual observers might still under-estimate Germany, given that the country is not synonymous with rugby.

However, their sevens team has already earned the respect of those in the know as they narrowly missed out on Olympic qualification, among other notable performances over the last two years.

Germany sevens team manager Manuel Wilhelm was there when the national sevens programme began three years ago, setting up a national team training base in Heidelberg.

“At the beginning we got together about 20 players to start the programme, all amateurs and students, but we at least managed to get a good training routine where they would train every day before going to work or university.

“We had boys move to Heidelberg from all around Germany for the chance to be part of the programme.”

With the financial backing of German billionaire Hans-Peter Wild, the national rugby academy was established in the city which included bringing coaches in to run the show.

Olympic challenge

Germany’s fourth-place finish at the 2016 Olympic Repecharge tournament in Monaco was another good indication of its standing in the international game.

“We were a bit unlucky in Monaco as we had to play the semi-final against Samoa with only nine players, due to injuries.

“We had a couple of good results in the past and we’ve been building nicely over the last four years. At the end Spain won it, a team we had beaten just one week before during the first round of the European Grand Prix Series,” says Wilhelm.

Wilhelm has invited fans in Namibia who may be considering making the trip to Swakopmund to come enjoy the spectacle.

“We are super proud to be part of this tournament and it will be a nice experience to come to Namibia as our countries have a long history.

‘We know it will be very tough playing against the top teams from Africa, but we’ll do our best to make a good name of ourselves.”

The team is currently coached by New Zealand-born Chad Shepherd (former Hawke’s Bay scrumhalf).

He was the assistant coach in 2014-2015 and took over from long-serving ex-player Rainer Kumm as head coach in 2016.

Kumm had to step down because of family reasons.

“I have played the format twice now and I think it''s very exciting for both players and fans,” the Spaniard said.

“It''s very easy for the crowd to get involved in the match and it was a great atmosphere earlier this year.”

Meanwhile, women''s world number one Angelique Kerber announced she will play the Sydney International for the fifth year in a row from January 8-14 in her build-up the Australian Open.

Federal Judge Michael Fitzgerald said he was considering declaring the trial invalid because lawyers for Rose were not given access to several text messages they claim are essential to their case until the player was on the witness stand.

Fitzgerald described the situation as “careless” and ordered attorneys for Rose''s accuser to prove the messages had been disclosed in good time before he makes a ruling on a motion filed by lawyers for the New York Knicks player.

Rose, Randall Hampton and Ryan Allen are being sued for at least US$21.5 million (N$304.3 million) in damages from a 30-year-old woman who claims she was gang-raped by the men at her apartment in Los Angeles in 2013.

The three men deny the allegations, claiming the sexual contact that took place was consensual.

Lawyers for the woman claim the text messages show the plaintiff was unaware the men were coming to her apartment and that she had no intention of having sex with them.

Rose''s legal team say the texts prove the opposite - that the woman was a willing participant.

Rose, 28, gave further testimony on the witness stand on Tuesday, insisting that the plaintiff was “awake and alert” when he and his friends took turns having sex with her.

The basketball star said that after a party at his house, the woman had sent him a text message that read: “You need to come see me right now.”

Rose said the woman greeted Rose and his two friends and told them they could have sex with her “one at a time”.

The Knicks players said he believed the woman had “had a good night”.

Lawyers for the plaintiff say their client was drugged by the men earlier in the evening and that she was unaware they had entered her apartment.

The case continues.

Goals from Manchester City teenager Gabriel Jesus and Chelsea''s Willian secured a 2-0 win over Venezuela in a match interrupted by a lengthy floodlight failure that plunged Merida''s Estadio Metropolitano into darkness.

The victory was Brazil''s fourth consecutive win of the qualifying campaign and left the five-time world champions on top of the standings with 21 points after 10 games.

The win was the latest evidence of Brazil''s resurgence under new coach Tite, who took over following the sacking of Dunga in June after the Selecao''s Copa America Centenario flop.

It is the first time since qualifying began that Brazil have led the standings, and the team look firmly on course to maintain their record of never having failed to qualify for a World Cup.

The acid test of Brazil''s renaissance is likely to come next month when they play old rivals Argentina, who stumbled to a 1-0 defeat at home to Paraguay in Cordoba.

A superb counter-attacking goal from striker Derlis Gonzalez on 18 minutes was enough to give Paraguay all three points as the hosts once again struggled to cope with the absence of Lionel Messi.

Argentina have taken just two points from a possible nine in their past three matches, all played without Barcelona star Messi.

The Argentinians rallied furiously in the second half, with Angel Di Maria seeing a goal from a free-kick disallowed because of a foul while both Gonzalo Higuain and Sergio Aguero went close.

But with Paraguay goalkeeper Justo Villar in defiant form between the posts, the visitor held on for a battling victory which revives their hopes of snagging one of the qualification berths.

The win left Paraguay just one point behind Argentina in the standings after 10 games.

Argentina occupy the fifth qualifying spot in the table with 16 points, with Paraguay just behind on 15 points.

Chile, meanwhile, remain outside the qualification places despite their 2-1 victory over Peru in Santiago in the regional derby known as the “Clasico del Pacifico”.

Earlier, leaders Uruguay were held to a 2-2 draw by fourth placed Colombia in an entertaining duel in rain-swept Barranquilla.

In La Paz, two goals from Everton striker Enner Valencia saw Ecuador come from 2-0 down to grab a 2-2 draw with Bolivia.

More robots for VWMore robots for VW Volkswagen South Africa (VWSA) has installed 320 new robots in the body shop at its vehicle manufacturing plant in Uitenhage as part of the N$3 billion investment in its production facilities for the production of at least two new vehicle models.

Thomas Schaefer, the chairman and managing director of VWSA, said on Monday that the robots would perform monotonous, high-precision work and allowed body shop employees to focus on tasks that required human involvement.

“The introduction of robots will improve the ergonomics in the body shop as it reduces strain on our people. The introduction of the specialised robots into the body shop paves the way for higher volumes and even better quality,” he said.

Schaefer said the technology being installed would enable VWSA to produce more than one model on one single assembly line.

The carmaker said last year that it would be investing N$4.5 billion into South Africa by next year, with the N$3 billion to be invested in its production facilities also raising annual production capacity of its plant by 50% to 150 000 units.

A further N$1.5 billion is to be invested in the development of local supplier capacity and N$29 million on the development of employees.

Revised drivetrains

The Trailblazer''s 132kW/440Nm 2.5-litre turbodiesel engine, mated to a six-speed auto (in LT trim), has a fuel consumption figure of 8.6-litres/100km. Acceleration from 0 to 100km/h takes 11.0 seconds with a top speed limited to 180km/h.

The 2.5-litre Duramax four-cylinder turbo-diesel engine remains in the 2.5 LT when matched with the six-speed manual. Power is rated at 120kW/380Nm. Combined fuel consumption is 7.6-litres/100 km, 0-100km/h is dispatched in 11.8sec and top speed is limited to 180 km/h.

Top-of-the-range variants are equipped with the 2.8-litre Duramax Turbo-diesel engine boasting 144kW/500Nm, which can be coupled with a six-speed auto or manual.

Combined fuel consumption for the 2.8-litre is 9.5-litres/100km. Acceleration from 0 to 100km/h takes 10.4sec with a top speed limited to 180 km/h.



Styling and features

Chevrolet''s trademark ''bowtie bar'' is now wider and the upper and lower grille sections run the full width of the front. Wider tyres (255mm width compared to 245 previously) on new 17” wheels are fitted to LT derivatives, while LTZ versions retain 18” wheels with a glossy black design for the Z71.

The SUV has five charging points for devices and eight cup holders. It also features aircon for passengers in all three rows. Leather upholstery is fitted as standard across the range.

Another feature available on all models fitted with auto transmissions is Remote Vehicle Start, which allows the engine to be switched on from the outside using the buttons on the key fob, says Chevrolet.

Luggage capacity ranges from 205-litres with all three rows of seats upright, 1229L with the third row down, to 1830L with the second and third row seats folded flat.

The second-generation MyLink system is now compatible with Apple Carplay and Android Auto, while LTZ units are fitted with satnav.

The new Trailblazer range comes with a five-year or 120 000km warranty and a five-year or 90 000km service plan.

Woman fined for parking at homeWoman fined for parking at home A Cape Town woman is parking mad after getting a fat fine for parking in front of her own house, and the Woodstock resident blames her “crotchety old neighbour” for her N$500 ticket, claiming he obtained the ''no parking'' yellow lines in their street illegally.

Megan Furniss, 51, who has been living in Duke Street in Cape Town for ten years, says neighbour Yagya Hartley regularly calls the traffic cops on them. Hartley, however, says he applied to the council to have the lines painted, but they were painted on the wrong side of the street.

Furniss, an actress, says she''s been trying to get the City to remove the lines, because she and other residents have not been consulted.

She and a neighbour got a shock on Saturday morning when they found pink tickets on their car windows.

“I just parked on the yellow line because I reported it to the City thinking the problem was going to be solved,” Furniss said. “I would understand if people were standing in front of his driveway, but it''s right in front of my house!”

Another neighbour, who asked not to be named, said Hartley had complained for years when anybody parked on his side of the street. After parking in front of Hartley''s house one night, her Mini Cooper was keyed by an unknown person.

“It cost me a lot of money to have my car resprayed,” she said, adding that she had since installed cameras to keep an eye on her vehicle.

Hartley, 85, admitted that he had called the council to paint the lines, because he had difficulty getting out of his driveway.

“We want to move in and out of our driveway, without bumping any cars,” he said.

His wife Moceda, 78, added: “We requested that the City Council paint a yellow cross in front of our driveway, but they decided to put the line on the other side of the road.

“The line wasn''t supposed to be painted there, it was supposed to mark our concealed driveway.

“Our neighbours need to report it to the council if they have a problem with it. If she stands on top of the line, I can''t do anything about it.”

She accused neighbours of being inconsiderate.

“My husband has been sickly, I need to go to the hospital with him in the middle of the night, then I can''t leave because people park in our driveway.”

The City''s Mayoral Committee member for transport Brett Herron said traffic lines were not painted ''on demand'' in residential areas.

“No-stopping or parking lines would only be implemented in a residential area where any request has been through a proper assessment. Affected properties would have been given an opportunity to comment before they are implemented,” he said, adding that the matter would be investigated.

South African agricultural exports surged 68% to R104.43 billion (US$7.3 billion) in the six years through 2015, boosted by demand from its neighbours, data from the International Trade Council show. Trade increased as companies including Shoprite Holdings, the continent''s largest food retailer, took local products abroad to stock their stores, Agricultural Business Chamber Chief Executive Officer John Purchase said. The “massive growth” is set to slow as producers start to source goods domestically, which means new markets need to be found, he said.

“We can only really grow agriculture in South Africa if we grow our export market,” Purchase said in an interview in Bloomberg''s office in Johannesburg.

“Where we see big growth areas is avocados, macadamia - macadamia is by far the biggest.” There''s “huge potential, especially avocados into the US, and macadamias into China is a massive market”.

More than half of South Africa''s primary and processed agricultural products go into the continent, and the chamber wants to diversify into markets including the Middle East and Far East. The nation is already the world''s eighth-biggest supplier of wine to other markets, with the beverage being the country''s largest agricultural export by value, according to United Nations data. It''s also the largest citrus exporter after Spain, and supplies neighbouring countries with grain and fruits.

The country may ship avocados to the US under the African Growth and Opportunity Act, with the fruits entering that market without duties.

AGOA favours 39 countries on the continent by eliminating import levies on more than 7 000 products ranging from textiles to manufactured items.

South African citrus farmers started turning to new markets in Asia last year after their largest market, the European Union, temporarily halted imports over concern that a fungal disease called citrus black spot would spread to farms in Spain.

With the UK set to leave the EU, the chamber is in talks with the UK High Commission about trade, said Purchase, whose organisation speaks for food producers, processors, and the banks and insurers that support them.

AB InBev completes SABMiller acquisitionAB InBev completes SABMiller acquisition Disposes of Peroni, Grolsch and Meantime Anheuser-Busch (AB) InBev on Thursday announced that it had completed its more than US$100 billion (R1.4 trillion) acquisition of rival SABMiller.

With the merger completed, InBev also announced the completion of Peroni, Grolsch and Meantime brands disposal.

It is estimated that the combined company will have US$55 billion in annual sales and a 28% global market share.

“We will achieve more together than each of us could separately,” said AB InBev''s chief executive, Carlos Brito.

It has been reported that Japanese brewer Asahi will buy Peroni and Grolsch in the UK and Europe, as well as London''s Meantime.

The transaction valued the business at €2.55 billion (R39.29bn) on a debt-free/cash-free basis, as announced in February.

Dirk Steyn, the portfolio manager at Mergence Investment Managers, said the combined AB InBev was in a unique position to grow organic volumes and sales post the SABMiller acquisition.

“The organic sales profile is not only attractive with its exposure to Africa and Latin America where bottled beer consumption per capita is still low, it also has a proven portfolio on premium global brands that can be sold to a more aspirational beer market in the coming year.”



Margins

Steyn said: “The combined entity has a very complementary footprint and is the first truly global beer company.”

The deal in South Africa included minority shareholders selling their stake in SABMiller to make way for a new company. Steyn said the minority shareholders ended up not having a good deal after Brexit as the pound weakened.

“A year ago (a) South African investor was offered £44 or about R890 a share (later up to £45), roughly a 22% premium to the SABMiller share price before the bid.

“As the rand depreciated, SABMiller''s share price rallied to nearly R1 000 just before the Brexit vote. Unfortunately after the Brexit vote the South African SABMiller investors had to take the brunt of the pound''s weakness, eventually receiving only about R778 per share,” he said.

Dundee supports mental health awarenessDundee supports mental health awareness The Ministry of Health and Social Services recently joined forces with Tsumeb-based Dundee Precious Metals (DPM) to commemorate World Mental Health Week.

The company donated N$10 000 to the ministry in support of the World Health Organisation (WHO) custom.

“At one time mental illness was a disease that no one dared talk about,” Dundee spokesman Isai Nekundi said.

“The mentally challenged where stigmatised, isolated, mocked, abused and even neglected by society which viewed them as non-human,” he said.

“Although we cannot cure or prevent mental illnesses altogether, we can change the culture in our country by recognising everyone has the right to equality no matter their mental state.”

Nekundi urged other companies to consider implementing wellness programmes to help employees who are experiencing stressful work situations, or abuse in their private lives.

“We at Dundee have well-equipped qualified professionals in our Health and Hygiene Department, safeguarding the wellness of our employees,” he said.
