The City of Windhoek has been accused of delaying the identification of plots for servicing under the Mass Urban Land-Servicing Programme but dismisses talk that it is protecting the interests of the elite.
The Walvis Bay council has serviced more than 1 000 plots while Oshakati has identified land for servicing, but the capital seems to be tied up in red tape.
The city council maintains that the delay is not deliberate but the result of technical hitches.
