Former education ministry permanent secretary Vitalis Ankama says the Ehafo Trust property in Windhoek was never handed over to the government, but no one had the right to sell it.
Ankama initiated the government’s acquisition of the Ehafo centre in 2007 as part of an agreement that the government would pay off Ehafo’s debts and pay the salaries of its workers.
According to him the transfer of the property never happened because the government did not take the matter seriously enough.
