The Ministry of Education, Arts and Culture is developing a fully integrated sexual manual to address the spiralling rate of teenage pregnancy in the country.
The Permanent Secretary of the Ministry of Education Arts and Culture, Sanet Steenkamp, says regional statistics show that Namibian schoolgirls become sexually active by the age of 13.
“It is uncalled for that girls at this age must have babies and imagine this child must now feed another child. I believe that the people who impregnate these children are of sound mind,” she said.
