There is general lawlessness in the allocation of communal land in the King Kauluma area of the Uukwanambwa district of Ondonga, Oshikoto Region, where some well-connected individuals have allegedly usurped the power to allocate land upon payment, totally ignoring the traditional authority.
The traditional authority demands a token fee of N$600 for a mahangu field, but private land-allocators demand amounts that range from N$1 500 to over N$2 000 even if the portions of land are smaller.
