Lawrence Sampofu, governor of the Zambezi Region, has revealed that it is indeed the partners in the controversial tobacco plantation that are delaying the start of the project.
He said this is despite high expectations from the communities which gave land for the N$1 billion tobacco and maize plantation.
According to Sampofu, even the Mafwe Traditional Authority under which these communities fall had visited his office to demand answers on the status of project.
