The attorney-general Sacky Shanghala has raised serious concerns over what he described as the rampant flouting of tender regulations by certain government ministries and its permanent secretaries despite continuous letters from his office.
He, however, pointed out that the problem lies with some new permanent secretaries and ministers that do not know that there are procedures in place and who also fail to seek legal advice from his office.
