After the government announced free secondary education starting next year, Namibian Sun has been inundated with calls from parents who said schools are refusing to refund fees paid in advance.
In some instances parents were informed that the fees they had paid would serve as a “compulsory-voluntary fee” to be paid by all parents.
That is not the case, however. The education ministry this week stated that all parents who had paid the abolished school development fund fees for 2016 must be refunded.

A formal bail application is expected to be heard in the Windhoek Magistrate’s Court today.

Former education ministry permanent secretary Vitalis Ankama says the Ehafo Trust property in Windhoek was never handed over to the government, but no one had the right to sell it.
Ankama initiated the government’s acquisition of the Ehafo centre in 2007 as part of an agreement that the government would pay off Ehafo’s debts and pay the salaries of its workers.
According to him the transfer of the property never happened because the government did not take the matter seriously enough.

It will be a bleak festive season for the families of more than 17 000 learners who failed to garner the 23 points needed to advance to Grade 11.
Namibia’s Junior Secondary Certificate results have remained consistently poor in recent years, with thousands of full-time students either ending up on the streets, or enrolling with the Namibian College of Open Learning (Namcol), while a handful are allowed to repeat full-time at Namibian schools.
About 2 500 of the more than 17 000 students who failed this year will be allowed to repeat Grade 10 at schools next year.

Northern schools have yet again managed to outperform schools south of the red line by clinging onto all top ten positions on the list of best-performing schools in the full-time Junior Secondary Certificate (JSC) examinations.
On top of that, the four ‘O-regions’ - Oshikoto, Oshana, Omusati and Ohangwena – are the four top-performing regions in the national JSC examinations.
This proven track record yet again drives home the message that lack of facilities and resources is not necessarily an obstacle to achieving academic success.
