In the heart of the Havana informal settlement of Katutura - deep within the endless rows of corrugated iron shacks - a man with a shattered leg lies next to the tree he calls home.
Elias Rooinasie rests on a faded mattress and dirty worn-out blanket, which apart from the clothes on his back are the only things he possesses.
Rooinasie is a former South-West African Territorial Force (SWATF) soldier. He does not know his age or the whereabouts of his family.

Despite the fact that Swapo won six of the seven constituencies in last year’s national elections, DTA president McHenry Venaani says history will repeat itself, as Swapo received the most votes in the Epupa Constituency in the 2009 national elections, but ended up losing the constituency to the DTA in the 2010 regional and local government elections.

Am I the only one that thinks modern young parents have their wires crossed when raising the little fruits of their loins, or are today’s youngsters seriously messed up? Whatever happened to spanking? Or is that what our learned colleagues describe as corporal punishment?

They say this will lead to chaos at the Deeds Office, and even longer delays in registering property transactions, as ordinary people struggle to get to grips with the complicated process. It may also open up the process to fraud.
